The coordination problem
The information exists. The relationship doesn't.
Australian councils hold the plans, spatial information, funding data and infrastructure programme that shape how growth connects to infrastructure. But those sources usually sit in separate systems, with no single governed view of how they relate.
Planning · GIS · Growth forecasts · Finance · Capital works
What is missing is often not data — it is a governed view of how it relates.
The Nexus
One governed view across plans, place, growth, funding and infrastructure.
Zevet governs the relationship between six elements your council already holds. The Nexus is the governed connection between them.
Plans & Rules
The governing context: plans and frameworks.
Place & Spatial
Where the rules and commitments apply.
Growth & Demand
Growth, and the demand it places on infrastructure.
Funding & Provision

Infrastructure & Delivery

Evidence & Provenance

Funding & Provision
Funding and provision, in one governed view.
Development contributions are one part of the infrastructure funding mix — alongside grants, council capital, works-in-kind and land provision. Zevet shows how they relate to the infrastructure programme they provide for.

Zevet keeps the source, the change and the current position together for each value, so the path from source to current position can be followed.

Framework detail
Key instruments
Local infrastructure contributions
- Section 7.11 contributions (where there is a nexus between the development and the infrastructure demand)
- Section 7.12 levies (a percentage of the cost of the development, capped by the Regulation)
- Planning agreements (section 7.4)
State / regional infrastructure
- Housing and Productivity Contribution (HPC)
Value / indexation governance
Indexation varies by instrument. Each s7.11 and s7.12 plan sets its own index (CPI must be used for s7.11 recoupment costs). HPC rates are indexed quarterly using the Producer Price Index (Road and Bridge Construction – NSW).
The HPC is a State contribution set by Ministerial planning order, separate from the s7.11 and s7.12 contributions paid to councils. It applies in Greater Sydney, Illawarra Shoalhaven, Lower Hunter and Greater Newcastle, and Central Coast. Special Contributions Areas (SCAs): eight were repealed on 1 October 2023 and the last two on 1 July 2026; none are currently active.

Framework detail
Key instruments
- Local Government Infrastructure Plans (LGIP)
- Adopted infrastructure charges (set by a council charges resolution)
- Trunk infrastructure offsets and refunds
- Infrastructure charges notices
Value / indexation governance
Value governance operates at two levels. The maximum adopted charge is the amount prescribed in the Planning Regulation 2017, increased under section 112 of the Planning Act using the three-year moving average of the quarterly change in ABS PPI 6427.0, index 3101 (Road and Bridge Construction, Queensland). Separately, where a council's charges resolution includes an automatic increase provision, a levied charge can increase from when it is levied to when it is paid under section 114, within set limits.
Queensland uses a trunk infrastructure model. Charges are adopted by each council's charges resolution, within the State-prescribed maximum, for trunk infrastructure. Priority Development Area development sits outside council adopted charges. The prescribed amounts are set in Schedule 16 of the Planning Regulation 2017, inserted by amendments that commenced on 1 July 2026.

- Activity Centre infrastructure contributions (Train and Tram Zone Activity Centres Program) — planned for planning applications lodged from 1 January 2027 (10 pilot centres) and 1 July 2027 (48 centres across Stages 1 and 2)
Value / indexation governance
Indexation depends on the mechanism and instrument. ICP levies are generally indexed annually on 1 July; the capped Community Infrastructure Levy uses the ABS Producer Price Index for Non-Residential Building Construction (Victoria), and the method for other components is set by the relevant schedule or direction. DCP indexation is plan-specific.
Activity Centre contributions are planned and staged; they are not yet being imposed, so check Planning Victoria for current status. The GAIC is a one-off charge on land in Melbourne's growth areas, administered by the State Revenue Office.

Value / indexation governance
Cost review and indexation are set out in the applicable DCP. The SPP 3.6 DCP template provides for estimated costs to be reviewed at least annually and indexed using the Building Cost Index or another appropriate approved index.
SPP 3.6 (gazetted 30 April 2021) revised the 2009 policy and is the statewide policy for infrastructure contributions, including development contribution plans. Community infrastructure levies in a DCP are capped at $5,000 per dwelling under SPP 3.6 and its Guidelines, subject to consultation, justification and Western Australian Planning Commission support. The cap applies to community infrastructure only — it is not a general development infrastructure or total contribution cap.
